    pull

    Hi there
What is the meaning of 'pull off' in the following sentence?
Do you think the two commas are unnecessary here?

Wags in Beijing long ago dubbed the new CCTV Tower the 'trouser legs'. Now they, and others, have realised the name may not be far wrong. Many don't like the idea that Dutch architect Rem Koolhassa may have pulled off a joke at China's expense.

    tks

If you "pull something off", you do something successfully that was probably challenging and at least a little difficult.

It means tell a joke that everyone thinks is funny. His joke was a success because everyone thought it was funny, or, to describe its meaning another way we could say "he successfully told a joke", but we would not ordinarily say it like that.
