    Which is more appropriate?

    You need to develop a rapport with David.
    or
    You need to develop rapport with David.

    "Rapport" is a French word borrowed into English, it's countable.

    So can we count the number of rapports, one rapport, two rapport, it kinda sounds awkward..

    No, that's true, it doesn't necessarily mean that a countable word is always used in the countable form. That's another story.
