    I really don't see how this request can be rationnally turned out.

    "Turned out" on this sentence means "defuse" or "accomplish"?

    It's an unusual sentence, I'm not sure exactly what it is trying to say; we can use the phrasal verb "to turn out" in connection with a result: "We weren't sure if it would be successful, but it turned out very well in the end".
    We can also use it in other ways, "The weather turned out nice"; "They were turned out of their house for not paying the rent", for example.

    What is the context? Is the intention perhaps "can rationally be turned down"?
