    is it right to say "it is required" ?

    Hello,
    is it right to use is + past tense? what do they call it in english ?

    examples:

    it is required

    the service is delayed.. etc..

    can someone explains this to me please?

    These sentences are in the present tense.
    You can say "It is required" and "The service is delayed".
    The form is Subject + Verb + past participial adjective.
    The service is delayed. It is a delayed service.

    I think you are getting confused because for regular verbs, the past tense form and perfect participle form are the same. But as Raymott says, what we have here is the past participle (used as an adjective).
