    Afoppish man who frequents bars, cafés, hotel lounges, etc., with or in search of women.
    A generally idle man who haunts establishments or gatherings frequented by the rich or fashionable; a social parasite.

    So, to answer the original question, never (except in a context where you are knowingly referring to an old-fashioned set of social values).

    OK, it makes sense. Can one however apply the "insult" to an unproductive politician? Or perhaps the scrounging followers of a religion [those having "ministry" to earn a living]?

    Not really - there needs to be a sense that the man involved lives off women.
