    Are two sentences the same.
    Do we need to add the word "are" in sentence2 ?

    In my opinion,
    The second sentence sounds better. If we add 'are': The courses are offered... it will go wrong.

    No, we don't "are" in sentence number two. It is possible, in this case, to reduce an adjective clause to an adjective phrase.
