    Angry Is apostrophe necessary for proper names?

    Hello Teacher,

    I was told that an apostrophe is no longer necessary for a proper name, and the article "the" is also removed. So the "Prisoners' Earnings Scheme" has become "Prisoner Earnings Scheme" because the meanings of both terms are the same.

    Is it true? If so, when has this happened? I may have to learn English grammar again.

    Very frustrated. Help please!

    No, it's not true generally. It might be in some country or state or district. But generally there's no authority in English that can make a ruling like that. You might be talking about a style manual of some company, a newspaper or something similar. But if something is officially called the "Prisoners' Earnings Scheme", then that's what it is until the Prisoners' Earnings Scheme directors change it.
