    It's grammatical and it's a passive but it sounds odd. I'll have to give it some more thought as to why.

    Try starting out with

    No attention ...

    and give a another go.

    Delete 'no one', Salas. Past tense 'paid', so past tense of 'be' verb + the past participle 'paid'. And voila,

    No attention was paid to his remarks.

    I think more appropraite passive is as below:

    Attention was not paid by any one to his remarks.
