    Dogs have all kinds of barks, depending on size and type, They can range from high [terriers and so on] to deep [ Bloodhounds].
    So yes, you can say "This dog has a high bark".

    If you are talking about the volume of the dog's bark, you'd say he has a loud bark.

    If you are talking about the actual way it sounds, I would be more likely to say that a small dog has a high-pitched bark, and a large dog would have a low-pitched bark.

    However, even a large dog when she/he is excited may have a very high-pitched bark.
