    which

    Microsoft Word is telling me to replace "that" with "which," but I don't think I should because, in my view, what follows "that" is a restrictive clause.

    The Council of Europe used to have a Committee for the Development of Sport, in force from 1977 to 2005, that served as a medium for cooperation in sport between the Council of Europe and governmental as well as non-governmental bodies.

    Should it really be "which"?

    "That" is fine.
