Voters have power. - I don't think it can be said any simpler than this.
Voters are in a position of power can also be paraphrased this way: The people employ the government. At election time, the people can choose to vote someone out of office or vote the current political party out of an executive office in towns, cities, states, provinces. Of course, this happens at a national level as well.
When an elected official is voted out of office, the people have effectively said "You're fired".
Come to think of it, here's a simpler way to say "the people are in a position of power": The people are the boss - or the bosses.
