    Question one trouser leg shorter than the other

    What is the meaning of this sentence, please?
    Does it have a further meaning than literal one?

    -They would walk with one trouser leg shorter than the other.

    Context could possibly give it an elocutory sense in addition to the illocutory one, but metaphors are always implicit, so there is no definite test to tell us. I'd say there is insufficient information to determine that, in this case.
