    "He has gone for tea" is correct.

    He has gone to tea makes no sense.. has he gone to meet tea..

    They are both correct in the right context.

    He has gone to tea. This means he is taking a tea break. He's gone to Morning Tea/ Afternoon Tea.

    He has gone for tea. This means he has gone to get some tea. Perhaps to the shop. It implies that he is going to bring the tea back. (It could also mean 1.)
