    "Relation" is a noun, so we may have its singular form "relation" or its inflected plural form "relations".

    Probably in the situation you are thinking it is necessary to add the "s". But you must be more specific about in which situation exactly you want to decide whether to use singular or plural. If you want to use it in a similar context of the wikipedia article pointed above, you must sure use the plural version.

    In my view both constructions are possible, depending on the context.
