This is correct, but "to" is optional after "help", and I think it's to not use it. In this type of sentence, native speakers more often choose to not use "to" after "help".

    2) I went to the office and get the people to help me with the procedure.

I suggest one of these two sentences:I went to the office to get some people to help me with the procedure. I went to the office so that I could get some people to help me with the procedure.

    3) Is the time up yet? ( I want to say, if the time limit up yet.)

I would use one of these three.

    Is time up yet?
Are we out of time yet?
Do we still have more time?

    4) How much time before the time limit is up.

I would use one of these three.

How much time do we have left?
    How much time is there?
How much longer do we have?

I thought it meant, "I went to the office and got ( the people there / some people ) to help me with the procedure."

I think it could go either way. We have to see what scott833 meant to say.

I went to the office, and I got ...
I went to the office to get ...

You're doing very well, but you should remember capitalization and punctuation. With writing, I think it's possible to develops good habits and bad habits, so I would be in the habit of capitalizting and using commas and periods where necessary.

Also, "problem" should be plural here: problems.
