We'd just call it 'the stands.'

In this stadium there are covered and uncovered sections, so is there any other word for the uncovered sections? We call it open tribune where especially poor people go to watch the match.

Yes, that Roman term exists in English, but few people know about it. They would just say "sheltered seating" or "unsheltered seating" in the "stands" in AmE.

I always thought of bleachers being something you could make out under, and could accidentally drop your coat under, through the seats, made of long metal pieces.

That's right. They are economy seating; many times they are just planks on supports, with no backs or anything else to keep stuff from falling under them.

But no matter how they're built, the universal characteristic of the "bleachers" is that they are uncovered, exposed to the sun and rain.
