"Dating" is only used in a romantic sense. Yes, it means that there is a potential for a sexual/romantic relationship developing. By sexual, I simply mean a boy/girl relationship. So, if you asked one of your same sex friends to go out with you, that's not called a date (unless you're homosexual, of course). Also, if I asked a woman to have lunch to discuss a business matter, that would not be a date either (at least not overtly).

Simply: Yes, "dating" always has the love/boyfriend/girlfriend meaning.
