    What is the correct meaning of the following sentences?

    Dear Teacher,

    What is the correct meaning of the following sentences? Actually I want to inform the Customer that the action already done by the time I am sending this message (or just before I start writing the message) . Please explain in detail.

    1) The Service Entry Sheet for the month of August, 2009 Invoice has been released.

    1) The Service Entry Sheet for the month of August, 2009 Invoice had been released.

    1) The Service Entry Sheet for the month of August, 2009 Invoice had been released. This is incomplete, we use the past perfect "had been" to indicate an event which happened at an earlier time than a subsequent event.
