It means that most of the interior lights were switched off. The house was not lit by its lamps. Most of the lamps were turned off, so the house was mostly dark.
Maybe a night light or some other little light was on, because the house was "mostly" dark. If there had been no lights switched on at all, the house would have been "completely dark."
