When someone says that "I'm building my house.", does it mean "one is having a house built for him now" or does it mean "one is building his house by himself" ?
And if want to say that you're having a new house built now for you by a construction firm, is it okay to say "I'm building a house now."?
Please help me with this, thank you.

"The evil dictator killed thousands of people" does not suggest that he personally killed anyone.
In fact, this use has so completely co-opted the other meaning that if a person actually were building his own house, he would have to add something to convey that meaning.
- I'm building my own house.
- I'm building a house myself.
