    Smile what is "issue" actually mean in this context.

    The following sentence is from Immigration Office:

    Notarized employment contract issued by **Personnel Bureau.

    I am not sure about what "issued" actually means here. The contract is not necessarily kept in record by the bureau, so the bureau may know nothing about this contract. Could it mean that the "format" or the "print" of the contract used by the company should be issued by Bureau?

    It means that they want a contract that has been given out by the Bureau -- and not from any other source or company except the Bureau.

    In addition, the contract has to be
    - a contract for employment, and not for any other purpose except employment
    - notarized

    How could the Personnel Bureau know nothing about its own contract?
    The demand for an employment contract given to you by the *** Personnel Bureau assumes that the Bureau is the agency that has arranged the employment.
