    Difference "it be" and "it will be"

    Please educate me the difference between "it be " and "it will be"
    e.g. The Govt suggested that it be extended the form distribution
    The Govt suggested that it will be extented the form distribution

    The last three words of those sentences don't make any sense, so I removed them.
    The Govt suggested that it be extended. This is a suggestion. The government thinks that it should be extended.
    The Govt suggested that it will be extented. This is a prediction or a hint. The government thinks or knows that it will be extended.
