Does 'to' come after reply?

You can just plain "reply" (with no "to"), but if you're replying TO someone or something, you need the "to."
I will reply when I get the chance.
I replied to that letter yesterday.
He replied, "I never saw the other car until I ran into it."
He replied to the judge in a disrespectful way.
