I've never heard anyone saying "Is it I?", have you?
However, people say "Is it me?" all the time.

Is it I you're looking for? I don't think so.

It is proper English to say "is it I?" or "it is I." It is called the subject (or subjective) compliment. When someone calls your house, you answer the phone and the person asks for you, you would respond "it is I." You may also say "this is he" or "this is she." Think of the imaginary words that would follow. "This is he who is speaking." You would never say "this is him who is speaking." That is how you can check. Let me know if this helped.
