    were or have been?

    which one is correct use for the following sentences?

    The goods were / have been shipped on last Friday, as Kelly advised that their goods cannot be shipped due to without import license. We may try asking the forwarder load your goods into the same container if you need.

    We would like load 102 ctns goods into the 20'container (no. xxxx) which have been / were delivered on 24 Oct. Please quote us the cost if it is possible to do.

    • ... which were delivered on 24 Oct.

    If you can find the word on a calendar; e.g., Friday and Oct 24, then don't use the Perfect.

    An exception to the rule: after the word since; e.g., We have been waiting since Friday/October 24.
