    Who/Whose

    Isn't that the man ..... ?

    A) which is responsible for the design of the botanical gardens
    B) that he lost his temper at the board meeting
    C) who have just returned from a business conference in Cairo
    D) if he knew how to negotiate such delicate matters
    E) whose son has won a scholarship to pursue his graduate studies in the United States

Could you explain me why E, why not C?

For C) to be correct the verb would have to agree with its subject: i.e., who has, not who have.

No offence, but I think you are barking up the wrong tree; you are missing the point. Read Soup.

Both 'who' and 'whose' are relative pronouns in the sentence.
