    Welcome to the forums.
    "Had it been" is past perfect. One way you can use it is in a past conditional sentence, such as: "Had it been sunny yesterday, I would have gone to the beach".

    In addition to that, can it can not be used as past perfect continuous (conditional), as:
    Had it been raining for more than six hours yesterday the city might have got flooded.
