Phoning it in is slang for doing something in a perfunctory, lazy way without really caring if it's done well or correctly.
Before he called it quits, he was just phoning it in. (about a veteran TV actor whose performances became stale not long before he quit the show)
In the second sentence, it seems to represent the need to smoke and out begins the prepositional phrase out of my system. The speaker wants to smoke one more cigarette in order to satisfy her/his urge for a smoke.
