    Post Proper Structure

Does this next sentence have proper structure or how should this be written? -- Which raises the question, ‘Did he meet these goals or is the committee merely awarding him this prize as a sign that they support his intentions?’ -- I am not sure about the quotes and whether or not to capitalize 'Did".
