    Which of the following is more commonly used?

    It has been a long time since I saw my hometown.
    It has been a long time since I have seen my hometown.

    I'd always say the second.
    That might be because the first clause is in the present perfect.
    Of course, I'd say "I've seen", not "I have seen".

    American voice weighing in: I'd say "since I've seen" as well.

    However, adding "last" does change things and makes it more likely that I'd use the simple past -- but it also makes it seem less likely that I'm home, or nearing home when I say it. It makes it seem more remote.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

    To me, they are different:

    It's been quite a while since I (last) saw my hometown.
    --> I know when it was the last time I was there, August 15th, 1964.
    So, considering this example, 'last' does not change a thing.

    It's been quite a while since I have seen my hometown.
    --> I don't know precisely when it was the last time I visited my hometown, I might have a vague idea.

    I may be wrong.
