    Present Perfect Usage

    I'd be interested in knowing if this sentence is correct. My question is on the use of the tense has been built. (Present perfect in this structure)
    In order to do this before the incineration plant has been built, a tracer...

    It looks ok as far as it goes. What comes after "a tracer..."?
