    Are all three of these sentences correct?

    I'm not sure that's true.

    I'm not sure if that's true.

    I'm not sure whether that's true.

    The second one is the best.

    The first one should include the word if. Oftentimes, when people speak, they forget to articulate the "if"

    The third one should include the phrase "whether or not"

    All of them are correct but they have a little different about their meaning:
    The sentences with 'if' and 'whether' show that the speaker is more doubtable.

    Yes, they're all okay. You could also add:
    I'm not sure that that's true.

    I prefer the first.
