    It can mean two things:

    1. Animals do not laugh (which I think is not true).
    2. Scientists have not yet discovered what makes animals laugh. They do not know what happens at bio-physical level.

    Many animals do have a sense of humour, but apart from the great apes, most animals do not laugh in the way that human beings laugh [in the sense of the noise made].
