    Is 'the' really necessary in the following sentence?

    The benefits of implementing public healthcare exceed the costs in America.

    Yes you need it, it sounds awkward without it. Also, change your sentence around. You have a misplaced modifier.

    In America, the benefits of implementing public healthcare exceed the costs.
