    Is there any difference between the two:

    the city's streets

    the city streets (city as an adjective)

    The first one means the streets that belong to a particular city. The second describes the type of streets.

    If you said "the dirty streets" or "the wet streets", would it mean a particular wetness or a particular dirtyness?
