You need first to understand that this is poetry. That involves the use and twisting of phrases in an unusual and often unintelligible way. The result is a string of words and phrases that "evoke" something. It should not be expected to be perfectly grammatical. Nor should what it evokes in you necessarily be the same thing that it evokes in others, or in the author.
This is not an answer to your question. It is only a justification for the fact that I have no idea, either, what the author is trying to say.
