    Placement of 'to'?

When I'm using the preposition to in each of the three questions, is there a rule? For example, are any of the questions below wrong?

    1. To whom are you going to send it to?

    2. Whom are you going to send it to?

    3. To whom are you going to send it?

    Re: Placement of 'to'?

1 has one "to" too many.
2 is correct, but most modern speakers would say "Who," reserving "whom" for instances when the preposition is immediately before the pronoun.
3 is quite correct and also quite formal sounding.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
