Is it okay to use either "circulation" or "distribution" in the following case?
These products must have been damaged at the circulation stage.
Circulation means: the transmission or passage of anything from place to place or person to person: the circulation of money or the distribution of copies of a periodical among readers/the number of copies of each issue of a newspaper, magazine, etc
On the other hand, Distribution is a process/stage in the marketing of a product. It includes transporting, merchandising, and selling of any product through some agency, usually called “distributor” who sells to the retailer. So damage at distribution stage will mean, at distributor level before it is delivered to the retailer.
