    Welcome to the forum. There is hardly(almost no) difference between ‘hardly’ and ‘seldom’. However, at certain places depending on the use one of them is preferred; as:
    Hardly: used to emphasize a minimal amount or soften the negative;
    The meeting had hardly started when he left. (almost not)

    Seldom: Used to express a minimal frequency (not often, infrequently)
    Meetings are the right forum for interaction, but he seldom attends meetings.(Almost never)
    So you can now choose the best one to fill the blank.
