    Hi everybody,

Could anyone please answer the following question?

-Which one is correct and why?

1- He says that is very cold outside.

2- He says it is very cold outside.

    Thanks in advance.

If you wish to convey the meaning of the second sentence in the first sentence, I have bad news for you. 'that' is not an expletive word. It is a definite pronoun with a definite referent.

The second one is correct, it actually reads: He says (that) it is very cold outside. Here "That' as a conjunction is omitted, and it is usually the case when the clause introduced is the object of the verb in the main clause(here says).
As a general rule, if no ambiguity results from its omission, if the sentence is more efficient or elegant without it, then we can safely omit the that.
