    Using "Would" to express uncertainty

    Can someone explain to me whether I can use “would” in the following sentence to express uncertainty of the forest rangers’ expectation?

    Forest rangers expect that the replanting of redwoods in the Eastern Sierras “would” succeed provided the activity of the brushfires in that region is less than.

    I think it is better to say "could" to achieve the uncertainty effect you wish.
    Also "suceed" seems to be kind of strange in that sentence, maybe you could say "could flourish"; but first try to hear a native speaker's opinion about it.
