    Hyphens in 'on the job support'

    I'm using ' on the job support' as a noun in a list of things. When I search on Google, the first results don't use hyphens but I have a feeling about hyphens that 'on the job support' is wrong and 'on-the-job support' is right?

    So is
    'on-the-job support' really correct?

    on-the-job safety

    As far as I'm concerned, both are correct.

    the rules concerning hyphens isn't really clear. Some dictionaries write it with hyphens some without. So both are correct
