    I am translating a criminal case into English; so, take a look at the underlined words below, is it possible to say:

    In this connection, it is necessary to circulate civilian David Smith.

    circulate in this case suggests: announcing that a person is being searched by police

    Is it as well good to say "to announce/declare an official retreival" in legal-case documents?

    I'm not a lawyer, but I have never heard circulate used in this manner. And why is the word civilian used? We assume someone is a civilian unless it is stated otherwise. In any case, I don't know of a shorter way to say it than when you say: "announcing that a person is being searched by police."

    As for the second sentence, I am not sure what you mean by a "retrieval." Please explain it further.

    And I suggest you find an English-speaking lawyer to help you!
