No, "consign to oblivion" means to kill or banish permanently (animate being) or destroy (things).
You could say "The burning of the library at Alexandria consigned much of ancient history to oblivion". The history is destroyed, not the actual events that happened.
"The new watered-down climate treaty has consigned to oblivion the small gains of environmentalists over the last decade." The gains are destroyed, not the decade.
Your sentence doesn't sound right. What is your meaning?

Thank you for your explanations. I meant that 'better times made people forget about the previous decade that wasn't so fantastic'. I thought I've found a nice expression

Because of the terrible memories of the decade, which was full of tragic defeats almost on every fronts the nation fought, some historicians have simply prefered not to put the decade in their textbooks, thus consigned the decade to oblivion.
