Is "Who let the dogs out?" bad English?

Some years ago my ex-English teacher said that the sentence:
"Who let the dogs out?" is bad English.
Why is it bad English?
It sounds correct to me.

I didn't say it was bad English.
I just wanted to point out that some forum-members might have taken your post for something controversial about present tense.
Maybe You should have mentioned what kind of explanation your teacher had given to you for this sentence.

I can only suppose that your teacher feels it should be "Who let out the dogs?"

The other way is quite usual in spoken English, and in any case, this is from a song and the metre probably requires it.
