    feel in charge

    "He'd talked himself into it and suddenly Mark Piron felt in charge again. He could do this; he could tackle whatever problems mad Angela give him and live the life of a rich man."

    Not sure what this expression mean. Is it saying this guy feels calm again?

    No, definitely it does not mean he felt calm.
    It means he felt he was the main person responsible for a task.

    To be in charge means to be "the boss," or "to be in command," that is to be responsible for taking the main decisions.
