    Dear teacher,

    I know the subject of subordinary clause is omitted, but I fail to find what the subject should be. Could you clarify it to me? and why the subject is missing? Thank you.

    This is either bad writing or idiomatic, depending on your prejudices.
    The meaning is:
    This allows Costa Rica to use its female population more productively than most of the region [does].

    Other variants:
    This allows Costa Rica to use its female population more productively than is the case in most of the region.
    Here "the case" replaces "true".

    This allows it to be true that Costa Rica uses its female population more productively
    than most of the region [does].

    But, I have one more question about your second reworded sentence.

    This allows Costa Rica to use its female population more productively than is the case in most of the region.
    Is the red part a inversion? If yes, why inversion is used in this context? Thanks in advance.

    Yes it is an inversion.
    ... than is the case ... = ...than the case is ...

    Sometimes you can use either order.
    She is a doctor, as was her father =
    She is a doctor, as her father was.


    I'm not sure exactly why we can do this, but these are examples of comparatives. Since either order is possible, you don't need to remember it.
