Please help determine correct usage of commas in this sentence. Thank you.

Be assured that we require all suppliers to label their merchandise in strict compliance with the law, including, but not limited to, the country of origin.

Be assured that we require all suppliers to label their merchandise in strict compliance with the law, including, but not limited to, the country of origin.

A comma would precede a dependent clause: ", including the country of origin." Now add the additional phrase: "including the country of origin, but not limited to this country of origin." Here, again, you need a comma.

Now if you also insert this phrase in the middle of the previous dependent clause you also need to set it off with commas. Hence: ", including, but not limited to, the country of origin."

I hope that explains it. You can also think of it in the following way; whenever you "change direction" in a sentence, you need to use a comma.
