    All of them are correct, but with different meanings

    1- (is/are + P.P) Present Simple Passive
    2- (is being + P.P) Present Progressive Passive
    3- (has/have + P.P) Present Perfect Passive

    If you are asking as a grammar exercise, I have no comment.

    If you're wondering which one to write in a real scenario, I'd suggestion that instead of "The production of the magazine is done" say "The magazine is produced" (is being produced, was produced, has been produced -- depending on which tense is correct).
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
