    Not the first one. "What time are you leaving?" would be the common way of saying it.

    The second one is commonly used in AmE.

    "What time are you off?" is a common way to ask what time you leave work.

    I don't think that's the context you had in mind.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
